The external evaluation of the SAFE Project, implemented by the Mary Ward Loreto Foundation (MWL) and supported by Misean Cara, was conducted in October and November 2025. The purpose of this evaluation is to provide an independent, evidence-based assessment of SAFE’s performance, sustainability, and impact. Objectives include evaluating the project’s relevance, effectiveness, efficiency, sustainability, and impact against its stated objectives and Misean Cara’s development priorities. Research Study: Labor Exploitation of Foreign Migrants in Albania

This research study presents the first comprehensive scoping study on foreign labor migrants in Albania, with a specific focus on the Filipino community and other vulnerable groups. It examines the country’s evolving migration patterns and highlights how Albania, once primarily known as a country of emigration, is increasingly becoming a destination for foreign workers. Through empirical data gathered from social gatherings, expert interviews, and questionnaires, the study documents the lived experiences of migrant workers—covering recruitment processes, working conditions, rights violations, and risks of exploitation and trafficking.
