Research Study: Labor Exploitation of Foreign Migrants in Albania

    This research study presents the first comprehensive scoping study on foreign labor migrants in Albania, with a specific focus on the Filipino community and other vulnerable groups. It examines the country’s evolving migration patterns and highlights how Albania, once primarily known as a country of emigration, is increasingly becoming a destination for foreign workers. Through empirical data gathered from social gatherings, expert interviews, and questionnaires, the study documents the lived experiences of migrant workers—covering recruitment processes, working conditions, rights violations, and risks of exploitation and trafficking. The report also reviews international standards and Albania’s legal and institutional framework regulating labor migration, identifying gaps between policy and practice.

    The publication goes a step further by offering detailed findings and analysis on vulnerabilities in the labor market, institutional challenges, and shortcomings in enforcement mechanisms. It underscores the urgent need for gender-sensitive migration policies, stronger inspection systems, and enhanced inter-institutional coordination to ensure that foreign workers enjoy full labor rights and protection from abuse. The report closes with evidence-based recommendations aimed at improving labor governance, strengthening protection mechanisms, and supporting fair and dignified employment for all migrant workers in Albania.
